If a team receives a World Series Berth, are they obligated to pay for the world series, even if they do not attend?

No, a berth is basically just an invitation to attend a World Series tournament. You are under no obligation to attend. It does mean that your roster is frozen for the rest of the season.

If you do decide to attend the World Series, however, you must also play in the State (also called Zone) tournament. You do not even have to win one game in the State tournament, but you must play in it. If you won a WS berth, you automatically have a berth to State.
