14u aa player leaves a team and he is on the frozen roster. Plays for a 14u aaa team that had its roster frozen before he came to play. Can that player leave and come back and play for the 14u aa team 2 wks later again,

No, for two reasons: not if the 14 AA team is qualified (and was when the player left them in the first place). See rule 3.11 in the USSSA National Rules. And because you can't go from frozen AAA back to AA. See rule 3.09.E.2.
